IIRC, two #8-18 x 5/8" screws. Do you have the assembly instruction manual (AIM)? The AIM shows the installation.

Probably color coat overspray. That area did not get blackout treatment and is not likely to have gotten much more than color overspray.

The driver's side floor pan is different for the 81-82 optional power driver's seat to accomodate the seat motor. The power seat will not bolt in for the earlier cars without floor pan modification....
