Default Which fan starts when a/c is on?

My '86 cools ok when I'm moving, but at stoplights it stops blowing cold. I suspect my fan is not starting up. Which fan does the a/c run, the outside or inside one? Is there a good tech article on troubleshooting a/c?

You know, what's needed is a corvette shop manual for dummies. I cannot for the life of me understand the wiring diagram of the factory manual. Someone must have written an illustrated one. I love pictures.

My guess would be you are losing vacuum. There is an air-mix control door that directs flow across the A/C condensor that is vacuum operated.
