How do I change the bulb in the driving lights?

Little access panels or doors under the bumper below the lights. One screw and they flip down giving you access. Its tight but doable...

It is in a 90 Coupe.... I also have a C3 (77) but doesn't have driving lights

The '90 doesn't have the little doors. You have to reach between the frame rail and front bumper from the inside of the engine compartment. They are 1/4 turn and pull out. Tough to see because of the radiator hsg / air intake. Easiest to remove the air cleaner assy.

You'll find them by following the wire to what looks like a tube sticking out of the front cap ahead of the radiator just off to either side. They're sort of hard to get to but if you remove the air cleaner it makes it a little easier. Just twist the tube 1/4 turn ccw and pull straight out and the bulb is on the other end.

You might think about replacing them with Sylvania Silver Star lamps. They're much brighter and don't get too hot. When you put them back in, be careful because it's easy to break the bulb off inside the light fixture and you can't get them out without removing the whole bumper assy. PITA.
