Default 86 Heater Water Valve ???

I am having a little bit of trouble with my heater. The fan blows, and air is comming out of the correct area when in the heat mode but the air is cold. I think that I have traced the problem to my heater water valve. If I manually open the valve I get nice hot air. I do have vacume at the valve and it apears that when under vacume the valve is closed, with no vacume applied the valve should open. Mine does not open unless I manually open it. My question is with no vacume should the valve open on it's own. For example with the car turned off is the valve spring loaded so it will stay in the open position? Thanks for the help.....

Mine is only about a year old...and I know it works...This is a pic with the car off.

The 84 looks a little different. It appears that you valve is open when the car is off. My valve wont open unless I manually open it by hand. Thanks for the help. It looks like I need a new valve. Have any suggestions? There are a few on ebay.

I got mine (new) from these people http://www.superchevyperformance.com it was about 100 dollars...Their is a rubber seal inside that goes bad and allows water to pass by it...this allows hot water to run through the core even when its off and running the AC. If you get in a bind...I have one here that is in the above mentioned condition. I can donate it to you.
