Are you looking for a spacer ring or an adapter. The adapter is the way to go. Here is a pic of what he is selling me.

And what are you basing this on It seems to me that i will only add life to it. In a perfect world wouldn't the bearing be centered in the wheel. Adding 3/4'' brings it closer to the center than it is now.

GM designed the wheels & spindle/hubs for maximum lifespan for endurance racing like the Corvette challenge & auto crossing.

The Corvette (C4) owned the racing (stock) series against all other sports cars including Porsche included well into the 90's all the wheels used had the same off set that OEM had. Must have been reliable.
If you want to test GM's racing program reliabilty go ahead.

i don't get it either? how does the wheel bearing know where the off set is from the rim or a adapter? our old 16" rims had a off set the brought the rim to almost the edge of the outter fender. our later 17" rims set in to close so alls the adapter is doing is bringing the rims back to were the 16" sat at?

Maybe your missing the picture. By adding 19mm adapters to a 90 ZR1 rear wheel changes the offset to the offset that came with my 86 Corvette. Just what GM gave it originally.
Now i will ask again. How does that toast the wheel bearings

Take a pail of water and hold it out arms length & close to your body and see how hard its to hold out full length. Its much harder on your arm extended and thats the same for the wheelbearing. The further out it is the more wear/load on the bearing and life.
The off set for 86 is different than 1990.

o.k i see your point but adding a adapter so our now 17" rims are at the same place as the old 16" rims were, why is that change things? were puting the rims at the same place as before but just with adapters and not the rim?

Exactly
Thats why a 19mm adapter is required
