If you paid for it I agree with they guy above me said however. I would ask him to redo it, that’s if you paid for it. Don’t be passive about this, tell the guy what you think about it, so he can make it better. You will be helping him in the long run.
Even if it was free I would give some feed back so he can do a better job, any ways congratulations!!!!!

As a former Art Director for an Ad Agency I would submit... There is too much crammed into the available space. Threading the steering wheel through the emblem doesn't work. The cut strip on the steering wheel center??? Too many sizes and scales. and...........who's the little lady down in the corner???

In advertising you have the final say it’s your money.
Tell him to make some changes,
Many time Advertisers don’t get it right the first time, which is why they proof it to the owner, to see if there needs to be any changes.
By the way I am going to school for, marketing, management and sales.
My summer intern job was working in the Advertisement section for a newspaper company.

I'm with the others, and not very impressed with it. It looks like a quick 5 minute Photoshop job. I definately wouldn't pay anything for it.

When you first made the deal, did you give him any guidance or expectations at the front end? If so, you definitely need to tell him how he met or did not meet them.
If you didn't discuss some of the elements you expected to see, he really had no idea of what you wanted.
In any case, if he provided a proof, that in itself is asking either for your approval or for any changes you would like to see eliminated or incorporated into the final product.

Take it or not, my advice is this:
If you find it difficult to disagree or be demanding, start out by saying something positive such as "I like this part or this item" This technique is known as "You can catch more flies with honey than with vinegar."
Then say, "but --- other things are just not what I want" or "other things are not what I expected." Then go on to explain what you do not like (even if it is most of it).
You don't need to be confrontational but rather try the cooperative approach first. If that doesn't work, then you can get more aggressive - even P-Oed if necessary.

There is lots of good advice for you in this thread. I like the suggestion of finding one thing positive about the layout and starting by saying that looks good, but.............
If I was going to offer collages for Corvette people, I would have a couple of basic layouts for them to look at ahead of time. Just my 2 cents.
As an art director I didn't always use that approach.
Hey, your car looks good, Jeff!
