Default C2 1967 Parking Brake Shoe Assembly

Is it possible to change out the parking brake shoe assembly without removing the the spindles on a 67. I am helping a freind with his 67. We went to see what was wrong with the parking brake and found there were no parking brake shoe assemblies. The rotors are not riveted to the hubs.

It's not necessary to remove the spindles.
