Help, Headlights don't work

The headlights on my son in laws 98 conv will not pop up nor will they come on when raised manually. The parking lights, tail lights, and fog lights all work. When turning the switch, I can hear a click under the hood that sounds like a relay.
Any ideas would be appriciated, thanks.

The only thing I could find in my 98 owner's manual is a listing on page 6-66 that shows Fuse # 52 Maxi Circuit Breaker - Headlamps. It's in the fuse block located on the passenger side under the toe-board.

When I looked at it, I couldn't find the owners manual. I'll check out the circuit breaker today.
