Default tripower secondaries

My tripower secondaries carbs are not opening, anyone know where to start checking, I have checked the linkage , I replaced the diaphrams in the two outer carbs but they still wont open. I have tried different springs. AM I not getting enough vacuum?
I attached a spring to the secondary linkage to force them open manually and you can tell that they are not opening.

Years ago when I had them, the first thing I did was switch over to mechanical progressive linkage. No more headache. The thing I did not like was that the front and back cards are either open or shut, nothing in-between.

the vacuum to start them to open is caused by venturi vacuum in the center carb and then they are opened the rest of the way by venturi vacuum in the end carbs as they start to open. make sure the holes into the carbs venturies are open.. check the "closing linkage" for a bind that could prevent them from opening.
